A soft sequel to the Batman/Elmer Fudd crossover, a spiritual cousin to the GI Joe Silent Issue, and a melding of magic art by Lee Weeks and Jorge Fornes.

Why so low then? The coloring is pretty terrible, bland and distracting at the same time. The story, a chase, and has someone being chased that is/was supposed to be a HUGE part of DC Rebirth that has not been used in stories that truly matter yet. There's a good chance that the Tom King 100+ issue storyline will pay off, but there seems to be a holding pattern running right now even with gorgeous art.
